Abstract

The article describes the methodological tools for the study of fiscal policy. It was noted that in the context of modernization of the economy and financial system, the use of tools in accordance with the requirements of the time is one of the key prerequisites for identifying shortcomings and prospects, developing directions and priorities for economic growth, improving the quality of life, and positive social dynamics. It is noted that the implementation of the study of the fiscal policy of the state requires its structural and logical sequence with the allocation of stages for which provides a set of relevant methods and approaches. They provide an opportunity to highlight the essence of these changes and assess their socio-economic consequences, to determine the prospects for further development. Attention is focused on the fact that the general approach to the study of economic and financial phenomena, as well as the synthesis of methodological approaches, the use of a system of analysis methods and techniques for a rationalistic philosophical approach, allows revealing objective rational laws of economic reality based on a holistic study of fiscal policy in the context of financial system modernization through the analysis of objective reality in constant dynamics. In addition, the synthesis of methodological approaches, methods, principles in the study of fiscal policy of the state allows to reflect its content more deeply and diversified, to consider the fiscal policy of the state as one that goes from inertial self-organization to a state of continuous improvement, flexible interaction of all its components and components. The latter is especially important in the context of modernization transformations. At the same time, a full-fledged study of the fiscal policy of the state from the standpoint of the synthesis of methodological approaches makes it possible to identify the conditions necessary for achieving the goals of a strategy for socio-economic development.
