Abstract

The publication is devoted to the research of the policy of the Romanian administration regarding the opening of higher education institutions in the city of Odessa. The source of the research is the documents of the State Archives of the Odessa region and the Romanian periodical press. The author traces the formation of the Odessa Higher School, which should be based, on the one hand, on the classical system of education of developed countries, and on the other - to take into account local conditions, in particular, such as providing teaching staff, relevant institutions, material and technical base. It was supposed to open Odessa University, which should consist of seven faculties: theological, historical-philological, physical and mathematical, legal, medical, polytechnical and agricultural. Of these, five were classical, namely: theological, historical and philological, physical and mathematical, legal, medical. The new faculty became a theological one, its discovery was in line with the main directions of the ideological policy of the occupation administration. An important issue that faced the occupation administration was the need for professional staff with higher legal and economic education. The Soviet training of the relevant specialists was, from the point of view of the new government, unsatisfactory, since it was guided by a completely different economic and legal arrangement. The Romanian authorities recognized the need to separate technical, agricultural, veterinary, artistic and musical education, since these directions did not belong to the classical university system of education. Taking into account financial difficulties, technical and agricultural education, as it was emphasized, was temporarily represented by the relevant departments of the Odessa University In the future, the possibility of distinguishing these areas of training from the university into separate institutes according to the classical educational canons was not excluded. The highest artistic education in Odessa during the occupation was presented by the Academy of Fine Arts, and higher musical education was conservatory.
