Abstract

The article examines the international experience of financial support for the development of the social sphere. After the analysis of international experience of financial support for the development of the social sphere in Ukraine, it can be argued that to develop the budget solely on the basis of macroeconomic indicators is not enough, because it weakens transparency and targeting fiscal policy, loss of vision critical proportions necessary for planning the allocation of funds. This creates the need for legislative use in the budget process special social indicators and criteria.
