Abstract

The article contains the definition of the concepts "separatism" and "secession". At different historical examples are analyzed socio-cultural factors that contribute to the strengthening of separatism and secession. Has done a comparative analysis of different manifestations of separatism in the United States, Europe, Russia, East Asia and the Middle East. Was raised the problem of language, the illiterate solving of which can intensify the disintegrative trends in multi-ethnic societies. Are under discussion the ways and means of overcoming of the secessionist tendencies in society. The author comes to the conclusion that any display of separatism – it is from one side, specifically national phenomenon but, from the other side, is a display of general global trend: the aspiring of small ethnic groups to the self-ruling. As a rule, the «playing card of separatism», which is showing up in one state is actively played off by other states, who interested in the change of geopolitical situation for their benefit. On the row of examples is looked over the general tactic of small people: to cause defensive war, and with it - international liking with following diplomatic confession even from a few states. To prevent or stop the process of disintegration of the multiethnic state it is possible by means of realization of whole complex of political, legislative, economic, and socio-cultural measures which will stimulate at small ethnic groups centripetal, but not centrifugal moods. Main here is an exact and scientifically identificated policy in the field of national languages and cultures. In applying to Ukraine it means the development of society on the basis of democratic values of «family free, and new». It means freedom not only from oligarchic tyranny but also from csenofobia.
