Abstract

The financial control per the local budgets management was studied in the article. The local financial authorities who conduct control at the meso level were identified. The activity of local governments and local state administrations was describes. The implementation rates of local budgets that may indicate the level of effectiveness of internal financial controls were analyzed. The activities of the organs state financial control was reviewed. It was found that the Court of Accounts shall only financial control over the use of intergovernmental transfers, transferred from the state budget to local budgets. The financial control by State Financial Inspection of Ukraine per management the local budgets was estimated. It was found that such control is not effective enough. The control at the meso level of the State Treasury Service of Ukraine was analyzed. It was found that this control is the means of preventing the commission of the subjects control violations. It was established that the Ministry of Finance provides indirect financial control at the local level. The priority areas for improving the financial control per management of local budgets were proposed.
