Abstract

The article deals with the factor of implementation of effective social policy, which greatly modifies the development of any state. The theoretical approaches to the interpretation of social policy in modern researches have been investigated. Social policy, as any other policy, is based on definite principles. The author interpretation of the principles of social policy on the basis of isolation of the universal – typical for all countries and regions, and many other policies of the state – and the specific – touching those or the other aspects of the main spheres of the social life. The author's approach is based on the principles for the designation of areas of public life; it is advisable to distinguish among them: economic (production), social, political and spiritual. That is why social policy is an essential mechanism of social transformation of the society.
