Abstract

The aim of the study is the analysis of foreign experience, the ideas and methods of monitoring the use of budget funds by local governments from the public through an ''Open Budget'' software project and development of methodical recommendations on the implementation of principles and mechanisms of public budget management in Ukraine. This study will allow us to evaluate the index of transparency of the budget of Ukraine, namely: the use of budgetary funds by the authorities and the level of public participation in budgetary processes, which are necessary to ensure an effective mechanism of public institutions functioning. The application of world experience in our country may contribute to the emergence of opportunities for improving the use of budget funds by local governments.
