Abstract

This paper analyses the personality of a well-known Spanish and European politician Javier Solana Madariaga, who made his contribution to the development European and global policy and diplomacy. The activities of Solana on the post of Minister of Foreign Affairs of Spain (1992-1995), NATO Secretary General (1995-1999), the High Representative for Foreign and Security Policy of the EU (1999-2009) have considered. As the Spanish Foreign Minister, Javier Solana has initiated the Barcelona process for a closer neighborhood-policy with the Mediterranean States. As Secretary General of the NATO, he gave the NATO impetus for reform, which led to the reorganization of its political and military structure and changes to its strategy. Javier Solana has been an advocate of the enlargement of the European Union and entry into the EU of the countries of the Central and Eastern Europe.
