The importance of determining the risk of non-fulfillment of the organization's strategic goals at the stage of developing a long-term plan is proved. The risk factors for non-fulfillment of strategic goals have been determined. The "change-resistance" matrix has been transformed to distinguish groups of employees in relation to the goals of the organization. A scale of assessing the ratio of employees to the organization's goals for systematization of testing processing is proposed. A way of ranking the risk factors for non-fulfillment of goals using the coefficients of resistance, loyalty and understanding of goals is provided. The technology of strategic diagnostics of the risk of non-fulfillment of the organization's goals is developed, which is formalized in the form of an informogram. The latter determines the composition of the operations of this process: employee testing; allocation of employees by categories of resistance to change; determining the level of risk of non-fulfillment of goals; making decisions on measures to prevent the risk of non-fulfillment of the organization's goals.
