Abstract

The article considers the advantages and disadvantages of the housing co-operative association as one of the possible forms of joint property management. It is noted the annual growth of the number of formed associations and the percentage of the housing stock under their control. Attention is focused on the internal opportunities that lead forming the competitive advantage of the association for the co-owners of multi-apartment building and users of housing and communal services. The factors that restrain forming and interfere functioning of the housing co-operative association are determined; author offers to divide them into two groups such as the weaknesses of the union and the threats of the environment. The article describes the possibilities for housing co-operative association at the state and local level; in particular there are conditions of local programs on energy efficiency. Measures of minimizing the basic risks that arise during the operation of the association are proposed.
