A step-by-step analysis of institutional changes in the administration of social contributions is being carried out, expectations of increasing revenues are determined when a single social contribution rate is reduced in line with Laffer's theory. The simulation of changes is carried out on the example of a hypothetical enterprise, with the definition of changes in the volume of income from taxes and contributions as a result of the adopted institutional changes. An analysis is conducted for each stage of the change from the creation of a single social contribution and the reduction of the rate to the increase of the minimum wage. The possible consequences of changes in the short and long term are considered. Possible business environment strategies are defined for the use of funds released upon reduction of the SSC rate. The consequences of the administrative decision to raise the minimum wage are considered. The imbalances that arose as a result of raising the level of minimum wages are determined. Recommendations for eliminating imbalances are given.
