The article discusses various approaches to the definition of the category of “personnel potential”. It is proved that the transformation processes that are characteristic of the current stage of the domestic economy, are complicated by the instability of political and social life in the country. It has been determined that at the present stage of the functioning of the domestic economy, personnel potential is becoming one of the main factors of production capable of significantly increasing the level of labor productivity. This is especially felt against the background of increasing labor migration and a significant deterioration in the demographic situation in the state, which limits the possibilities of ensuring the further growth of the national economy by extensive means. It has been demonstrated that, although the country still has a fairly high level of education, it is not always able to respond quickly to changing demands and demands of the labor market. There is an urgent need to improve the system of basic, vocational education and the transition to lifelong education. To accomplish the task of preserving the human resource potential of domestic enterprises, it is necessary to create both modern world-class education centers and the wide distribution of vocational educational institutions necessary for special education and retraining. Proved the need for the development of personnel retraining system and reduce its intervals to 3-5 years. It is revealed that young people become active participants in migration processes. As a result, enterprises lose the most promising and creative part of their human resources, which is reflected in a reduction in the innovative activity of these enterprises. The personnel potential of an enterprise acquires particular relevance for dynamic and export-oriented industries, in particular, oil and fat, as it is the international labor market that becomes the most competitive advantage of any enterprise.
