The publication is devoted to the study of the executive administrative controls of the Transnistrian governorate. The urgency of the problem is due to insufficient study of this page of the history of occupation. Today, there is no comprehensive historical study devoted to these problems, although some aspects of occupation policy, including those of executive power, were considered in the context of more thorough works devoted to the era of occupation. They can be divided into four groups: Soviet, modern domestic, American, Romanian and Moldovan researchers. The source of the article is the documents of the State Archives of the Odessa region and the Romanian periodical press. The author traces the formation of directorates - administrative controls dealing with administration, justice, finance, commerce, labor, industry, food industry, agro-culture, monopoly, economy, culture, health care, communications and the others. It is noted that the mayor G. Pintia immediately concentrated in his hands a fairly large power: even several directorates of the governorship were subordinated to him and the governor of Transnistria G. Alexianu. Gradually, part of the directorate's departments, whose number was constantly growing, became fully subordinated to the municipality. In the ghost of the Odessa municipality, 5 sectors were introduced: economic, utilities sector, culture and communal sector, civil society and technical sector. So, the Romanian authorities, hoping for the future of the Transnistrian accession to the Romanian Kingdom, tried to bring the administrative-territorial apparatus closer to the one existing in other territories that were occupied by it. Creation of executive administrative controls (directorates) was pragmatic: to stabilize and secure management in Transnistria, in particular Odesa, in order to maximize the use of material and human resources for their own needs.
