Abstract

For the sustainable development of the agrarian sector of the economy, on the one hand, an increase in the share of the recycling industry is needed, and on the other hand, the creation of food products necessary for each socially important industry. Therefore, the state constantly cares and pursues a policy of ensuring the efficiency and purposefulness of the development of agriculture. Observation shows that the state is interested in the development of the non-oil sector of the economy and, as a result, the sector is on the rise. Today, the development of the non-oil sector ensures, on the one hand, the food security of the country, and on the other hand, employment in the villages. The study shows that the term “harvesting in the agrarian sector” has different meanings. In the Azerbaijani language, this word is borrowed from Arabic and means preliminary preparation for a particular job, solving some problems. But in the modern economic concept, the meaning of this word is even wider. In general, when we say “harvesting in the agrarian sector”, a purchase by the state from producers at a bargain price of agricultural and food products on the basis of existing contracts is implied. On the basis of such activities, the state forms a fund of necessary foodstuffs and raw materials. In the procurement period, the necessary goods are provided at the expense of domestic goods or external imports. Thus, the study of the procurement system both in the past and in the new economic conditions on the basis of numerous sources requires the disclosure of the essence of the procurement process, new trends in the approach to it. Historical studies show that having emerged in the old economic system, having undergone a path of improvement, it received an expansion of the scope of activity. The results and proposals are as follows: - the study and application of advanced foreign experience in the organization of procurement in the agricultural sector to strengthen the procurement system; - formation of a sustainable procurement system in the agricultural sector, its development based on healthy competition and its expansion; - stimulation of individuals and legal entities producing agricultural goods, creating conditions for a comprehensive increase in their profits.
