The article points out the necessity of applying a systematic approach to the harmonization of the standards of Ukraine and the EU. Іt is suggested to develop standards for teaching specialists in a certain specialty in a complex with standards on the level of qualification and labor relations of lecturers. It is specified that there is a close connection between the problems of low quality of life and the lack of a systematic approach to the formation of a harmonious person. It is emphasized that the basic rights of a person and a citizen is the right to spiritual and physical development. However, there is a contradiction between the declaration of this right and the existing possibilities of its realization. It is proved the actuality of implementation financial support of students to resolve the defined conflict. There are outlined basic theses of financial support for educational services for consumers: the necessity to create appropriate financial and economic conditions for the free and comprehensive development of every citizen of Ukraine; the multivariate financial support of educational services for users and the prospects of increase of the higher education sector efficiency. The basic factors for the implementation of financial support of educational services consumers are the following: a strategy of innovative development of education; an infrastructure for providing information support for decision-making; a system of criteria for determining the appropriateness of choosing a form or method of financial support. There is described the feasibility of financial models for the provision / reception of educational services in Ukraine, including such financing models as: state funding (to support the most talented entrants and students and motivate them to work in favor of Ukraine), business financing (to train specialists for business at its expense), credit financing (to increase financial opportunities for those who eager to receive high-quality education), self-financing (to provide access to the selected educational service) and combined financing (combination of any of the named models). The indicators of the profitability of the choice and utilization of each model are justified.
