Abstract

One of the prerequisites for the current problem of development of the world economy is the neglection of certain segments of the population that may be involved in the general economic process. In this regard, the European Bank for Reconstruction and Development has proposed to implement the principles of an inclusive economy to overcome the current situation. The latter involves not only creating real conditions for full utilization of labor potential, but involving broad sections of the population in the overall economic process with the aim of overcoming poverty, efficient distribution of goods, creating opportunities for the private sector of the economy. In the current interpretation of inclusiveness, in the scientific literature it is the level of development of society, namely: the ability to meet their own needs, income equalization, poverty eradication, improving the standard of living of the population, which is extremely important in the context of a steady increase in population stratification. At the level of the world economy, resilience to external threats and economic crises is inherent in countries with greater inclusivity in the economy, where priority is given to solving existing problems in society on the basis of sustainable development policy. According to calculations by the Asian Development Bank and the World Economic Forum, the top stages of economic inclusivity are consistently occupied by highly developed countries and the lower ones by the underdeveloped countries, including Ukraine. In order to improve the governance of inclusive economy development, the Economic Inclusiveness Strategy for the period from 2017 to 2021 was created, which aimed to accelerate the transition of countries to an inclusive market economy, using the power of the private sector to create economic opportunities for all segments of the population. But in Ukraine there is no such strategy. However, in 1992, the state joined the UN strategic document "Agenda for the 21st Century" and signed a number of international agreements and treaties that oblige the governing structures of the state to develop on the principles of sustainability. The adoption of the Decree of the President of Ukraine “On the Sustainable Development Strategy “Ukraine 2020”” did not ensure the implementation of the principles of inclusivity, so a new state document should be a significant contribution to the development of the domestic economy.
