Abstract

The object of the study of this article is the innovative activity of the subjects of science and production and the process of updating all spheres of activity, as the main factors of economic growth and competitiveness of the leading countries of the world. The necessity of the consideration of methodological and methodical approaches to the formation of a rating system for evaluating the innovative activity of individual countries at the international level has been proved. The method of calculating such an integral index as a global index of innovations is considered. Global Innovation Index, calculated by the International School of Innovative Business INSEAD (France) together with Cornell University and the World Intellectual Property Organization since 2007. When calculating this indicator, a large set of primary data is used to assess the strengths and weaknesses of national innovation systems. Therefore, the global index of innovations is an important tool for assessing the effectiveness of the state's innovation policy. The authors of this article outline the methodological approaches to building a global index of innovation, which takes into account both the available resources and conditions for conducting innovation activities in the country, as well as the achieved practical results of innovations. Also in the article a comparative analysis of the countries of the world on innovative development in general and on separate components of innovative potential is carried out. On its basis, Ukraine's strengths and weaknesses were identified in the context of global trends of innovative development. A complex of economic measures is proposed to improve the situation in the field of innovation activity in Ukraine. These events will allow to quickly identify problem areas in individual components of innovative development. They will also allow you to make more informed management decisions.
