Abstract

The article is devoted to the research of problems of formation of strategy of development of united territorial communities. Regulatory methods of strategic planning in Ukraine at the local level have been considered. An assessment of the economic status of the Rozdilnyanska United Territorial Community has been provided. Sources of funding for community development activities and projects have been identified. According to the results of the SWOT-analysis, the main development trends, strengths and weaknesses, opportunities and threats of the environment have been identified. The community development strategy, goals, priorities, plans and recommendations for the mechanism of its implementation have been proposed. Three scenarios for the development of the Rozdilnyanska United Territorial Community: inertial (pessimistic) – maintaining the existing situation; mobilization (realistic) – mobilization of external and internal sources of strategy implementation; innovative (optimistic) – attraction of investment resources, introduction of new innovative development projects have been developed. Attention is drawn to the prospects of applying the innovative development scenario. It is stated that the implementation of the scenario implies active inclusion in the system of interregional and international division of labor, taking into account the declared own priorities and interests, implementation of innovative projects and programs, structural restructuring of the city and community economy. It is noted that the scenario is based on deep reforms related to the activation of internal resources as a result of the introduction of the SMART-management model of the community and the format of innovative development of INDUSTRY 4.0 enterprises. The priorities for the development of the production of the Rozdilnyansky and adjacent agrarian areas of the Odessa, Vinnytsia and Mykolaiv regions have been determined.
