The article is devoted to the analysis of the combination of the concepts of "framework agreements" and "centralized public procurement". The concept of consolidating the implementation of framework agreements in the field of public procurement is considered. Framework agreements are a promising tool for centralizing public procurement, and therefore a clear formulation of optimal models for their application to procurement is a hot topic for research. The foreign experience of application of framework agreements in the field of public procurement and prospects of procurement under framework agreements in Ukraine are analyzed. In the process of solving problems, the meaning of the term "framework agreements" and "centralized procurement organization" is revealed and the models of organization of implementation of centralized procurement organization are considered. There is a possibility to create various centralized procurement systems, as EU legislation does not provide clear guidelines for the exercise of central procurement powers. That is why the purpose of the study is to determine the main stages of the application of framework agreements and their implementation in the experience of Ukrainian legislation in the field of public procurement at the present stage of its reform. Thus, it is possible to single out the main stages of the framework proposals and their application, which will lead to an increase in the centralization of procurement: 1) reducing the load on the electronic procurement system due to the significant number of tender proposals due to bulk procurement; 2) reducing the burden on customers with the centralization of the most common goods (stationery, computers, fuel); 3) standardization of procedures, which is associated with a reduction in the risk of random errors, which reduces the number of appeals; 4) consideration of a court session in a single economic court on a case of disagreements on the involvement of supervisory authorities in the consolidation (aggregation) of orders; 5) avoid burdensome, rigid legal safety standards.
