Abstract

The purpose of the article is to combine the analysis of the legal form of public administration with the study of its internal economic content associated with material production relations and the objective economic laws immanent in them. The research methodology is based on the delimitation of the structure and dynamics of the political and economic system, which is consistently carried out by the Odessa School of Economic Theory, the starting point of which is the methodology of “preparing” economic phenomena by consistently delimiting their formal and real sides, such as, for example, legal form and objective economic content of property. Results of the study: 1. Determination of the standard of an effective political and economic system associated with the “mirror symmetry” of its structural and dynamic dependencies, which is achieved when the dynamic dependency directed “from top to bottom” includes all structural levels of the political and economic system in the sequence: public administration – objective production relations – the productive forces of society. 2. Disclosure of the specific historical nature of public administration and its political and economic content, due to the fact that, in the process of historical development, it is dialectically enriched with new definitions. For example, at this historical stage of development, public administration are called upon to realize themselves economically in the conscious use of objective economic laws in order to develop the productive forces. The practical significance of the research results for the economic policy of Ukraine is connected with the substantiation of the objective necessity of the state-capitalist model of managed development, in which public management and administration are aimed at the conscious use of objective economic laws for the development of productive forces.
