Global experience of government support for the information economy

Abstract

The purpose of the work is to study modern trends in the informatization of the economy, the world experience of state stimulation and support of the information economy in order to identify and systematize ways of its implementation at the state level. When writing the article, a complex of the following general scientific methods was used, including the analysis of scientific literature and normative documents, synthesis, comparison, generalization, systematization of information for researching world experience and determining the leading principles of state support for the information economy. The essence of the concept of "information economy" has been clarified. The essence of the main principles of supporting the informatization of the economy was studied, summarized and revealed: integrity, phasing, leadership, innovativeness, adaptability, accessibility. The programs of informatization and digitization of the economy, which are implemented in countries of various regions of the world to promote the information and digital transformation of the economy and society, the activation of cooperation in the scientific-research, innovation and production spheres, the development of information infrastructure objects and the creation of new sectors of the economy, are considered and summarized. . The modern trends of informatization of the economy of the countries of the world were studied and the support measures for the definition and implementation of strategies of informatization, digitalization, distribution and implementation of information and communication technologies at the state level were summarized. The theoretical value of the work lies in the development of the issue of studying the world experience of state support for the information economy. The practical value lies in the formation of proposals for directions for supporting the informatization of the economy based on the experience of developed and developing countries. It was determined that the main functions of the state in supporting the information economy are that the state is called to develop and implement policies in the information and digital sector in order to make the Internet and information and digital technologies universal, accessible, open and secure, ensuring market competition and effective regulation, promoting open government data while ensuring cyber security.
