Main problems of the development of small and medium-sized enterprises in the Odessa region

Abstract

The purpose of the article is to study the processes of state regulation and support for the development of small and medium-sized enterprises in the country, to determine the trends in the development of small and medium-sized enterprises in the Odesa region. The research methodology includes a number of general scientific and special research methods: analysis of scientific literature, systematic approach, method of key concepts, comparison, scientific abstraction, program method and generalization. Based on the results of the study, it was determined that a positive trend in the functioning of small and mediumsized businesses in the Odesa region is currently being formed. For 2021, the absolute increase of registered legal entities is 2,639, and of individual entrepreneurs – 3,475. The largest amount of revenue to the budgets of all levels is generated by enterprises engaged in wholesale and retail trade (20.2%), industry (17%), agriculture (12%) and transport (12.6%). Over the past 4 years, small and medium-sized enterprises in the Odesa region have maintained a tendency to decrease the volume of sold products by approximately 4%. It was also determined that over the past 4 years, small and medium-sized enterprises in the Odesa region have maintained a tendency to decrease the volume of products sold by approximately 4%. Such a stable decrease of this economic indicator may indicate that the basic conditions of activity of small and medium-sized enterprises in the region have not changed relatively. In recent years, there has been a positive trend in the employment of the population. Thus, in 2020, 89.8% of employees from the total number of employed persons worked at small and medium-sized enterprises (legal entities), which is 1.3% more than in 2019 (88.5%). Recommendations on improving the process of state regulation and support of small and medium entrepreneurship in the Odesa region are provided, which should contribute to the improvement of the system of state regulation and support of small and medium entrepreneurship in the Odesa region. The practical significance of the work lies in the development of specific recommendations to improve the process of state regulation and support of small and medium-sized enterprises in the Odesa region, which can be implemented in practice.
