The volatility and uncertainty of the business environment, which currently affect companies on both short- and longterm time horizons, require an effective business management toolkit at both strategic and tactical levels. This underscores the relevance of the problem of using a business plan as a key management tool for companies. The purpose of this article is to identify the essential characteristics and peculiarities of the structural design of a business plan, based on the key needs of stakeholders. The article reveals the essence of the economic category "business plan" as a key tool for improving business management. The author proposes to define a business plan both in terms of general vision, goals, strategy, and business tactics and in terms of a management tool for formulating and implementing company budgets and plans. The author provides suggestions for creating an effective structure of a comprehensive and concise business plan, including a social responsibility component. The article outlines the key needs of stakeholders in relation to the business plan and identifies the primary ways in which different stakeholder groups can use it.
