Abstract

The purpose of the article is to identify the problems of reproducing the personnel potential in the regions most affected by the war, and to provide recommendations on the main development of the personnel potential of the most affected regions within the framework of the national personnel policy. The research methodology includes the analysis of statistical data, generalizations, methods of analysis and synthesis. The article defines approaches to the interpretation of the term "personnel potential", considers the main external and internal factors affecting the formation of personnel potential. The study of the labor market of Ukraine in modern conditions was carried out and the factors that had the greatest impact on it were highlighted. Proposed methods of developing personnel potential in the conditions of military operations on the territory of the country and possible ways of its reproduction in the post-war period. Previously, the problems of re-creating personnel potential in war-torn regions have not been properly investigated, and the article presents new information and perspectives on the problem. Also, the article offers specific recommendations for the reproduction of personnel potential in the affected regions, which can become a new informational contribution that will contribute to the development of policies and programs for recovery and development. Practical importance of the article is that it can become a starting point for further research in this direction. The results of the research can be used to formulate policies aimed at ensuring the proper conditions for the restoration of personnel potential and the development of regions, as well as for determining the priority areas of assistance and support.
