The aim of the article is to evaluate the development of the innovative ecosystem of Ukraine based on the concept of "open innovation", which involves moving away from linear models and methodologies of the innovation process in favor of interactive and network approaches that emphasize the connections and interaction of innovative stakeholders. It was shown that the development of the innovative ecosystem of Ukraine equals 40% of the average EU level according to the indicator "innovative SMEs cooperating with others". The analysis showed that most often innovatively active enterprises of Ukraine cooperate with suppliers of equipment and raw materials, and the most rarely - with the innovative structures (innovation centers, business incubators, etc.). Low indicators of cooperation of innovative enterprises of Ukraine with state scientific institutions and universities, as well as with the state and non-commercial sectors were also revealed, which showed the low quality of the innovative ecosystem of Ukraine. The evaluation of the Ukrainian innovative ecosystem across regions was carried out in terms of the types of innovative cooperation of innovation active enterprises, namely by the type of internal and external knowledge sourcing activities, in absolute and relative terms. It was found that the leader in terms of innovative cooperation is Kyiv city, with the nearest "pursuers" - Kharkiv, Dnipropetrovsk, Kyiv, Lviv oblasts (in terms of the number of enterprises involved in innovative cooperation) and Zhytomyr, Kyiv, Chernivtsi and Luhansk oblasts (in relative terms – as % to the total number of innovation active enterprises). The applied approach to assessment based on the concept of "open innovation", namely in terms of internal and external knowledge sources for innovation, allowed for a more in-depth analysis of the strengths and weaknesses of the Ukrainian innovation ecosystem, which will further allow to develop a complex of practical recommendations, mechanisms and tools for strengthening of national and regional innovative environments of Ukraine.
