Abstract

The article considers the socio-economic prerequisites for the development of a cluster partnership of territorial communities and tourist enterprises on the example of the Savran settlement territorial community of the Odesa region. The scientific approaches of the authors to the definition of the concept of "rural green tourism", the development of public-private partnership, and the infrastructure of rural green tourism are considered. The study of scientific approaches made it possible to generalize the concept of "rural green tourism", to define it as a type of activity in rural areas to provide tourists with services for temporary accommodation and recreation, food, organization of leisure time, organization of fishing, hunting, acquisition of new knowledge and skills. The considered type of tourism is focused on the use of natural-recreational, cultural-historical, human resources of rural areas, development of partnership between tourist enterprises and settlement territorial communities. An analysis of the resource potential of the Savran settlement territorial community was carried out for the formation of cluster partnership activities. It has been proven that the services of rural green tourism are additional incomes of economic activity in personal peasant farms. The services of rural green tourism in the regions of Ukraine differ from the tourist market of the EU countries not only by the volume of offers, but also by the lack of categorical features of hospitality establishments. In the absence of investments, it is proposed to form measures aimed at developing the potential of rural green tourism. The author of the article proposed a mechanism of partnership with farms, owners of green estates, communal institution "Centre of Culture, Leisure and Tourism", tourist enterprises on the market of rural green tourism services based on the cluster model. Formed proposals allow the Savran settlement council to ensure state management of territorial tourism development programs, to mobilize internal reserves, including on the basis of territorial and sectorial cooperation, public-private partnership.
