The essence and content of the institutional and legal provision of social security of a person is revealed, the peculiarities of social security of a person in the conditions of war are investigated, the assistance provided by volunteers, international organizations and European states is considered. It was determined that the system of social protection in Ukraine is differentiated, consists of three levels, its passive form dominates, and the legal framework for ensuring the social security of the population is divided into six groups and is scattered, therefore the current legislation is ineffective and has a mainly declarative nature. Financial provision of social protection of citizens has a multi-channel structure. The dynamics of the share of expenditures of the consolidated budget of Ukraine on social protection and social security in the GDP were analyzed. The research used a systematic approach, the method of structural analysis, grouping and tabular method, logical generalization to justify the institutional-legal and financial-economic provision of human social security in war conditions. It is substantiated that the financial component of social protection of the population is negatively affected by the imperfection of the regulatory and legal framework. Accordingly, the financing of social protection of the population in Ukraine is accompanied by a number of deep problems and shortcomings, which is connected with the increase in the number of various social benefits and benefits against the background of the emergence of new forms of social risks and increased marginalization. The proper functioning of the social protection system and the support of war-affected persons remains one of the challenges for Ukraine in the extraordinary conditions.
