Fundamentals of human capital preservation policy in war and post-war times for the needs of economic recovery and growth

Abstract

The purpose of the study is to identify the direction of the strategic orientations of the human capital preservation policy in the war and post-war times for the needs of economic recovery and growth of Ukraine. Research methodology: methods of content analysis, questionnaires, surveys, systematization and generalization, as well as visualization of the basics of the developed proposals were used. The results. It is suggested that human capital should be understood as both an actual and a potential human resource that has or can acquire such qualitative characteristics that will allow for the extended reproduction of all types of resources available to a specific person, business entity or state for the maximum satisfaction of the economic interests of all parties to this process The causes of Ukraine's loss of human capital are grouped, dividing them into macro-level and micro-level factors. The first group includes: war and a constant threat to people's lives and health, economic instability, high levels of poverty, unemployment and low wages, low living standards of the population, lack of rural development programs, limited access to educational and medical services, trends of Industry 4.0. The second group includes: unofficial employment, lack of guarantees, unofficial irregular working hours, lack of social package, excessive number of responsibilities, lack of career prospects, difficult working conditions, digitalization of business processes, automation of production and financial functions. State policy vectors for the preservation of human capital in wartime and postwar times for the needs of economic recovery and growth in such areas as economic, financial, educational, informational, scientific, demographic, and social are proposed. The practical significance of the research results lies in the possibility of their use by state authorities for the purpose of developing strategies for the recovery and development of human capital, providing proposals to business entities regarding the preservation of human capital and intellectual potential for the needs of the post-war recovery of the Ukrainian economy.
