The research is aimed at studying the problems of implementing a balanced scorecard to formulate strategic goals for the development of hotel enterprises. The methodology for researching the strategic development management is to use the following tools, in particular: a balanced scorecard - for analysing, measuring and improving the processes of enterprises' activities; a strategic map - acts as a visual description of the strategy, which in the complex demonstrates the combination of goals in the areas of the BSC system. The results of the study prove the feasibility of introducing a balanced scorecard into the activities of hotel enterprises to formulate strategic development goals. The author has identified the advantages and disadvantages of the balanced scorecard. A logical scheme for implementing the BSC system and the strategic map in the process of forming the directions of the development strategy of hotel enterprises has been proposed. The application of the balanced scorecard has been proved, which extends the range of issues under study and practical implementation in the process of managing the strategic development of hotel enterprises. The author uses a strategic map as an auxiliary tool, which is substantiated by establishing the cause-and-effect relationship between the strategy of hotel enterprise and the list of the specified indicators of the established directions for determining the development goals. The proposed strategic map is detailed, which demonstrates a set of indicators for the established directions of development of hotel enterprises. This approach will allow to substantiate the selected directions of strategic development, increase the efficiency of implementation, and carry out timely adjustments. The practical significance of the research results lies in the formation of practical recommendations for the implementation of a balanced scorecard system for the formation of strategic goals for the development of hotel enterprises.
