The goal of this article is to develop a model for the human resource management process and to create an information model for the evaluation stage. The article emphasizes the significance of human resource management as a strategic tool aimed at the rational and effective utilization of human resource potential. The article conducts a critical analysis of the scholarly literature on the elements of the management system. It substantiates that the foundation for building human resource management should include the process approach, management tasks, and the life cycle of human resources. The primary tasks of human resource management have been identified. These include ensuring the production process, adapting new employees, organizing training and development for staff, conducting regular performance evaluations, assisting employees in career planning and development, developing and implementing a motivation system, organizing effective internal communication channels, establishing and maintaining positive labor relations, and resolving conflicts. It is substantiated that, in the process of human resource management, attention must be focused on employee competence. An improved model for personnel competence development has been proposed, clearly defining the content of each phase: formation, support, and development. The author's model of human resource management processes is based on the resource life cycle, competency model, and resource management tasks. This model considers the human resource cycle and competency utilization. It involves a continuous process of personnel and competency development, requiring ongoing efforts and investments from the enterprise. Implementing this model provides a foundation for enhancing personnel efficiency, creating favorable conditions for employee development and self-realization, and ensuring sustainable competitive advantages for the enterprise in the market. It is justified that a crucial stage in the proposed management process is employee evaluation, as it allows determining the alignment of qualifications and competencies among staff, as well as shaping directions for their development. An information model for the "Employee Performance Evaluation" stage has been developed, clearly defining the operations and their contents, inputs, and outputs.
