Abstract

The article analyzes the current issues of ensuring security in the tourism and hotel-restaurant industry, which became particularly relevant after February 2022 due to Russia's full-scale invasion of Ukraine. Key factors influencing the formation of state policy in this area have been identified, including the protection of tourists and employees, the preservation of cultural heritage, economic stability, and national interests. Thus, the article aims to study the peculiarities of the state policy formation of ensuring the security of tourism, hotel and restaurant business. In the process of writing the article, the methods of analysis, synthesis, generalization, scientific observation and classification have been used. It has been proven that the successful provision of security in the tourism industry requires a comprehensive approach that includes the creation of a legal framework, the establishment of effective work by state agencies and bodies, ensuring infrastructure reliability, and developing emergency response plans. The article addresses the protection of cultural and historical monuments, providing economic incentives for businesses to implement security measures, leveraging international experience and standards, as well as personnel training and information systems protection. The factors affecting tourism security have been systematized, highlighting the main and secondary ones, quantitative and qualitative, long-term and situational factors. Special emphasis is placed on the importance of a clear distinction between factors and regulators, where the latter serve as tools for targeted influence on the regulatory object. The need for further research on mechanisms for ensuring tourism security, considering contemporary challenges, has been emphasized. It is also stressed that improving state policy is essential to enhancing the industry's resilience to various threats, which will ensure the development of tourism and strengthen Ukraine's national security. A number of specific measures have been proposed to improve the security of tourists and industry workers, including cybersecurity software, the implementation of innovative technologies in control and monitoring systems, and increasing staff awareness of emergency procedures. The necessity of providing financial support and incentives to tourism businesses that implement security measures, including tax benefits and subsidies, has been substantiated.
