Modernization of regional economic development management based on smart specialization: a multi-level governance aspect

Abstract

The aim of the article is to determine the main features of the smart specialization approach for managing regional economic development; improvements in regional economic development management introduced by the concept of smart specialization policy; the main provisions of the concept of multi-level governance in the context of implementing a smart specialization policy; the formation of recommendations for increasing the efficiency of managing the economic development of territorial entities in Ukraine on the basis of smart specialization. The basic pillars for building multi-level governance for smart specialization are considered: complexity (or hierarchical complexity of governance levels), which is overcomed by introducing aspects of learning and negotiation into the strategy development process); emergence (politicians do not know in advance what the expected result of their strategizing is); context specificity (taking into account local specifics); complementarity (complementarity of different levels of governance). The results of implementing the outlined approaches in the management of EU innovation policy are analyzed, namely ensuring more structured and regular interaction between governance entities; restructuring and/or strengthening existing bodies/networks and expanding participation in governance processes; reorganization of technology transfer and innovation services offered by public and private entities. It is shown that the introduction of smart specialization approaches in managing the economic development of regions of Ukraine will contribute to the formation of regional policy on the basis of principles close to the methodological approaches of the European Union, which will accelerate the processes of European integration, increase the opportunities for Ukrainian regions to receive funds from European structural funds.
