Abstract
The purpose of this article is to substantiate the monitoring technology as a component of the information support
system for managing strategic changes. The subject of the research is the development of a methodology and tools for conducting
strategic monitoring. To address the stated objective, systemic analysis, logical methods, and formalization were applied. It has
been proven that the traditional approach of collecting all available information during the monitoring process is inefficient and
can lead to information overload. It is argued that strategic monitoring should focus on identifying industry success factors and
the driving forces influencing their changes. The study proposes emphasizing weak signals of changes in the external environment
during the monitoring process, as these signals can indicate future trends in strategic changes. A detailed structure of the strategic
monitoring process has been defined, which includes: scanning the direct impact external environment, identifying significant
weak signals, assessing their influence, and developing scenarios for potential developments. The strategic monitoring process has
been formalized using an information diagram that provides details on the sequence of operations, input and output information,
and methods of data transformation. The developed strategic monitoring technology differs from existing approaches by its clear
detailing and formalization of the external environment analysis process. It emphasizes focusing on key factors that may influence
an enterprise’s strategic changes. This approach is based on the concept of industry success factors and the analysis of weak
signals. The proposed monitoring technology may be useful for enterprises seeking sustainable strategic development in a dynamic
business environment.
