Abstract

The aim of this paper is to investigate the state of pension insurance in Ukraine under martial law, identify the main problems of the pension system, and explore solutions to ensure the financial stability and sustainability of the Pension Fund of Ukraine. To achieve this goal, the analysis of official statistical data, reports from government bodies, and international organizations was used. The methods of comparison, analysis of financial indicators of the Pension Fund, as well as studying international experience in supporting pension systems in crisis conditions, were employed. The research revealed that the war and economic crisis have significantly impacted the financial stability of the Pension Fund of Ukraine, reducing the contributions to the Pension Fund due to rising unemployment and population migration. The deficit of the Pension Fund reached a historical maximum. The study also highlighted the need for pension system reform, including the introduction of mandatory accumulative pension insurance and attracting additional financial resources. The results of the study can be used to develop and implement political and economic measures aimed at stabilizing the pension system of Ukraine under wartime conditions. They may also serve as a basis for reforms in pension provision, contributing to social justice and economic stability in Ukraine.
