This article discusses the topic of government and society on the example of the interaction of these two forces in Ukraine. As you know, the concept of "power" originated in the primitive society itself, as soon as it appeared and was formed. Since then, these concepts are inseparable from each other, since there is not such a society where this or that power hierarchy would not exist. In the article, the author gives various interpretations of these concepts, describes in detail the stages of their formation and interaction. In the course of many years of experience of different societies, various problems arising between those in power and another part of society were derived and substantiated. In this article, the author examines and describes in detail, for example, the concept of civil society, talks about the stages of its origin and formation both in general and in Ukraine in particular, identifies the main problems that most people who consciously choose the path of civil self-manifestation, clarifies functions and structure of this concept. The article also mentions the authors and their works related to such topics as ―power and society‖, ―civil society‖ and ―civic participation‖; put forward the main goals and objectives set by the modern world in our society to the citizens, ways and means of solving them. Examples of international practices are given, and in addition, the process of formation and changes in terms of the interaction between government and society and the concept of ―civil society‖ are considered in detail, starting with the period of restructuring, which took place at the end of the last century and marked the beginning of major innovations in the system of government parts of society to the management structures, the formation of citizenship and the desire for self-manifestation and self-government in Ukraine. Conclusions are drawn and the further ways of development are offered.
