Abstract
The pandemic was indeed described often and in many scientific treatises. This article describes the damage to people's
lives and economies as a result of the pandemic in the world's largest countries. We have focused accordingly on the countries of the
former G8. In addition, we included China and India in the review. After describing the damage from the pandemic, we looked at
the relationship between freedom and anti-pandemic measures. We believe that the real reason for such measures is their significant
connection with the confirmed results of medicine, they should not be based on assumptions. Since they restrict both economically
and socially, there is a risk of restriction in a negative sense. According to Berlin, it could be a positive sense of freedom in terms of
responsibility, combined with a sense of measures that have a strong scientific basis. Measures should not be politically abused or
politically conditioned. According to the authors, the need for economic intervention during a pandemic confirms the correctness of
the scientific conclusions of John Maynard Keynes. In addition, the pandemic has accelerated the emergence of new jobs for some
professions. This withdrawal is expected to promote economic decentralization, helping boost economic activity even in regions
where jobs are difficult to find. The paper was supported by a grant VEGA 1/0595/21 VEGA 1/0595/21Public administration
interventions at the time of COVID-19 and their impact on the quality of life of citizens of selected communities.
