Purpose. The aim of the study is to analyze the institutional and legal support of human social security in war conditions, study foreign experience and develop recommendations for its improvement in Ukraine. Method. To achieve the goals of this work, general scientific and special methods were used, such as the structural-functional method — to identify signs of a person's social security; comparison method — to compare the legislation on ensuring social protection of the population of Ukraine and other countries. In turn, these methodological approaches give impetus to the formation of directions for ensuring a person's social security in a war. Results. The institutional supply of human social security and its components were researched in the following areas: economic ties, institutionalisation of employment relations, organisational methods for controlling the labour market, and migration. Examining foreign experience in providing human social security enabled the identification of American, European, and Ukrainian models. Given Ukraine's decision to pursue European integration, it is prudent to study the European social security model and its potential implementation in Ukraine. The American model has certain unique qualities that Ukraine may benefit from. Scientific novelty. The institutional principles for forming and implementing the state policy of ensuring a person's social security in a war are determined. Practical importance. The following are some suggestions for strengthening the institutional and legal framework for human social security during the war: at the state level, it is crucial to ensure the social component is integrated into the strategy for enacting socioeconomic reforms; anticipate the standards of public democratic control in legislative and regulatory documents; based on how to sustain economic growth and act in line with specified principles for the execution of the national social system, a contemporary public administration system in Ukraine may assure social security.
